Ukraine chính thức ban hành thiết quân luật 30 ngày vì 'nguy cơ Nga xâm lược'

(VOH) - Ngày 26/11, sau khi được Quốc hội thông qua, Ukraine chính thức ban hành thiết quân luật trong 30 ngày với lý do sợ Nga xâm lược.

Tổng thống Ukraine Petro Poroshenko nói rằng việc áp thiết quân luật là cần thiết để tăng cường phòng thủ sau khi Nga bắt giữ ba tàu hải quân nước này cùng thủy thủ đoàn ở eo biển Kerch, gần bán đảo Crimea, ngày 25/11.

Theo ông Poroshenko, thiết quân luật sẽ được áp ở những phần đất nước dễ bị Nga tấn công nhất, đồng thời cảnh báo Ukraine đang đối mặt với mối đe dọa nghiêm trọng.

Quốc hội Ukraine thông qua việc áp thiết quân luật sau khi ông Poroshenko trấn an các nghị sĩ rằng nó sẽ không được sử dụng để hạn chế quyền tự do dân sự hoặc trì hoãn các cuộc bầu cử tổng thống và bầu cử quốc hội dự kiến diễn ra lần lượt vào tháng 3 và tháng 10/2019.

Lần đầu lên tiếng về vụ đối đầu giữa tàu Nga và tàu Ukraine, Tổng thống Mỹ Donald Trump nói ông không thích những gì đã xảy ra và đang thảo luận với các lãnh đạo châu Âu về vụ việc.

Ngoại trưởng Mỹ Mike Pompeo gọi việc Nga bắt các tàu Ukraine là "một sự leo thang nguy hiểm và vi phạm luật pháp quốc tế", đồng thời kêu gọi hai nước cùng kiềm chế.

“Mỹ lên án hành động này của Nga. Chúng tôi kêu gọi Nga trả các tàu và thủy thủ đoàn cho Ukraine, tôn trọng chủ quyền và toàn vẹn lãnh thổ Ukraine”, dẫn lời ông Pompeo.

Bộ Ngoại giao Mỹ cho biết ông Pompeo đã nói chuyện qua điện thoại với ông Poroshenko và nhắc lại sự ủng hộ mạnh mẽ của Mỹ đối với chủ quyền và toàn vẹn lãnh thổ của Ukraine.

Hàng loạt các quốc gia bao gồm Liên minh châu Âu, Anh, Pháp. Ba Lan, Đan Mạch và Canada đều đồng loạt lên án hành động có phần khiêu khích của Nga. Thủ tướng Đức Angela Merkel nhấn mạnh việc cần thiết phải tổ chức một cuộc đối thoại.

Trong khi đó, Moscow cáo buộc Kiev đã dùng “phương pháp xã hội đen” khi đưa tàu xâm phạm lãnh hải Nga. Các tàu Ukraine đã cố đi qua eo biển Kerch, một đường thủy hẹp giữa lục địa Nga và Crimea, nối các cảng Ukraine trong vùng Biển Đen và Biển Azov mà không báo trước.

Cảnh sát biển Nga nói rằng các tàu Ukraine còn liên tục bỏ qua các cảnh báo và các yêu cầu dừng lại của Moscow cũng như có những hành động gây nguy hiểm, buộc tàu Nga phải nổ súng và bắt giữ cả ba con tàu cùng thủy thủ đoàn. Nga cũng kêu gọi Hội đồng bảo an Liên Hợp Quốc họp khẩn về vụ việc.

 

Ukraine introduces martial law citing threat of Russian invasion

(Reuters) - Ukraine on Monday imposed martial law for 30 days in parts of the country most vulnerable to an attack from Russia after President Petro Poroshenko warned of the “extremely serious” threat of a land invasion.

Poroshenko said martial law was necessary to bolster Ukraine’s defenses after Russia seized three Ukrainian naval ships and took their crew prisoner at the weekend.

U.S. President Donald Trump said he did not like what was happening between Russia and Ukraine and was working with European leaders on the situation.

U.S. Secretary of State Mike Pompeo called Russia’s seizure of the Ukrainian vessels “a dangerous escalation and a violation of international law” and called for restraint from both countries.

“The United States condemns this aggressive Russian action. We call on Russia to return to Ukraine its vessels and detained crew members, and to respect Ukraine’s sovereignty and territorial integrity,” Pompeo said in a statement.

The State Department said Pompeo spoke by phone with Poroshenko and reiterated strong U.S. support for Ukraine’s sovereignty and territorial integrity in the face of Russian “aggression”.

The Ukrainian parliament approved the introduction of martial law after Poroshenko reassured some skeptical lawmakers that it would not be used to curb civil liberties or delay elections scheduled for next year.

It came at the end of a day when Ukraine and Russia traded accusations about Sunday’s standoff and Kiev’s allies weighed in to condemn Moscow’s behavior.

With relations still raw after Russia’s 2014 annexation of Crimea from Ukraine and its backing for a pro-Moscow insurgency in eastern Ukraine, the crisis risked pushing the two countries into open conflict.

“Russia has been waging a hybrid war against our country for a fifth year. But with an attack on Ukrainian military boats it moved to a new stage of aggression,” Poroshenko said.

In a phone call with Poroshenko, NATO Secretary General Jens Stoltenberg offered the alliance’s “full support for Ukraine’s territorial integrity and sovereignty.” Ukraine is not a NATO member though it aspires to membership.

Washington’s envoy to the United Nations, Nikki Haley, said Russia’s actions were an “outrageous violation of sovereign Ukrainian territory” and sanctions on Russia would remain in place.

The European Union, Britain, France, Poland, Denmark, and Canada all condemned what they called Russian aggression. German Chancellor Angela Merkel stressed the need for dialogue.
