Tổng thống Duterte công bố 46 quan chức bị điều tra buôn lậu ma túy

(VOH) – Ngày 14/3, Tổng thống Philippines Rodrigo Duterte cho công bố danh tính 46 quan chức chính phủ nằm trong cuộc điều tra buôn bán ma túy bất hợp pháp.

Danh sách này có 3 nghị sĩ và các cuộc điều tra vẫn đang được thực hiện.

Bất chấp nhiều lời chỉ trích ông Duterte đưa thông tin này công bố rộng rãi mà không có chứng cứ tin cậy, ông Duterte nói trong một buổi họp được truyền hình trên cả nước rằng ông tin tưởng vào các cơ quan chính phủ đã cung cấp thông tin. Tổng thống Duterte còn cho biết Bộ Nội vụ và cơ quan chính quyền địa phương đã nộp đơn khiếu nại hành chính đối với những chính trị gia này.

Hội đồng chống rửa tiền của Chính phủ và ủy ban chống tham nhũng đang tiến hành lập hồ sơ vụ án hình sự đối với các cá nhân này.

Nhiều quan chức trong danh sách, bao gồm 33 thị trưởng, 8 phó thị trưởng và 3 thành viên của Hạ viện, đang tham gia chạy đua cho cuộc bầu cử giữa nhiệm kỳ vào tháng Năm.

Ông Duterte nói ông không chủ đích nhắm vào các chính trị gia để làm suy yếu họ khi trước mắt là kỳ bầu cử, dự kiến tổ chức ngày 13/5, nhưng sau đó quyết định xác nhận danh tính họ sau khi có sự xác nhận từ chính phủ về việc họ tham gia buôn lậu ma túy. Hiện vẫn còn một số quan chức khác có liên quan còn chưa được công bố tên.

Cuộc chiến chống buôn lậu ma túy của Tổng thống Duterte đã khiến hàng ngàn người nằm trong diện tình nghi đa phần là người nghèo bị chết và đã đánh động các chính quyền phương Tây và các tổ chức nhân quyền.

Các vụ hạ sát những nghi phạm tham gia buôn lậu ma túy của chiến dịch đã khiến Tòa án Hình sự Quốc tế tiếp nhận hai đơn tố cáo thảm sát. Các công tố viên đang xem xét và sẽ công bố sớm việc có đưa vào điều tra hay không.

Ông Duterte đã có nhiều động thái hồi năm 2018 để rút Philippines ra khỏi Tòa án Quốc tế, và sẽ có hiệu lực từ 17/3 tới.

Ông Duterte  thường xuyên thách thức tòa án và công tố viên điều tra ông, thậm chí cả việc đe dọa thẩm phán Tòa án Quốc tế có thể bị bắt giữ nếu đặt chân đến Philippines.

 

Duterte publicly names 46 officials under drug investigation

(AP) — Philippine President Rodrigo Duterte on Thursday publicly named 46 government officials, including three congressmen, he said are involved in illegal drugs, and added that criminal investigations against them are underway.

Although critics have warned him against making such public announcements without solid evidence, Duterte said in a peace and order meeting shown on nationwide TV that he trusted the government agencies that provided the information.

"My decision to unmask these drug personalities was anchored on my trust in the government agencies who had vetted and validated the narco list," Duterte said. He said the Department of Interior and Local Government has filed administrative complaints against the politicians.

The government's Anti-Money Laundering Council and a presidential anti-corruption commission are both investigating the officials to build criminal cases against them, Duterte said. Many of the officials, including 33 mayors, eight vice mayors and three members of the House of Representatives, are running in midterm elections in May.

Duterte said he did not aim to undermine the politicians ahead of the May 13 elections but decided to identify them after their involvement in the drug trade was validated by authorities.

The officials named by Duterte did not immediately respond. Duterte said other officials were also involved but that he had decided not to name them until their complicity is ascertained.

"Those which have already been filed have somewhat been validated," he said.

Duterte's crackdown on illegal drugs has left thousands of mostly poor suspects dead and has alarmed Western governments and human rights groups.

The drug killings have sparked two complaints of mass murder to the International Criminal Court. A prosecutor there is looking into the complaints and is expected to announce soon whether to elevate the inquiry into an investigation.

Duterte took steps last year to withdraw the Philippines from the international court, an action that would take effect on March 17. He has often lashed out at the court and the prosecutor examining the allegations against him, saying the court will never acquire jurisdiction over him and threatening the prosecutor with arrest if she travels to the Philippines.
