IMF thông qua khoản vay 3 năm trị giá 4,2 tỷ USD cho Ecuador

(VOH) – Hội đồng quản trị của Quỹ Tiền tệ Quốc tế IMF ngày 11/3 đã thông qua số tiền 4,2 tỷ USD hỗ trợ cho Ecuador trong vòng 3 năm.

Thỏa thuận này đã được hoàn tất hồi tháng trước bước đầu tiên và chỉ đợi phê duyệt cuối cùng của hội đồng, Sauk hi phê duyệt có thể giải ngân ngay lập tức 652 triệu USD.

Bộ trưởng Tài chính Ecuador Richard Espinosa nói rằng khoản vay này nhằm mục đích “xây dựng lại sự tin tưởng để các nhà đầu tư trong và ngoài nước có thể mở rộng đầu tư.”

IMF cho biết thỏa thuận này là một phần của nỗ lực rộng lớn của tổng số 10 tỷ USD hỗ trợ từ cộng đồng thế giới cho 3 năm tới.

Mục đích của khoản cho vay này là giảm tỷ lệ nợ GDP, điều chỉnh tiền lương, tối ưu hóa dần các khoản trợ cấp nhiên liệu, tái tài trợ vốn và chi tiêu hàng hóa và dịch vụ cũng như cải cách về thuế…

Chính phủ Ecuador đang đối mặt với lạm phát ngân sách vào khoảng 10 tỷ USD, dẫn đến việc chậm trễ trong trả lương cho nhân viên và các nhà cung cấp.

Giám đốc IMF Christine Lagarde cho biết bảo vệ người nghèo là mục tiêu khác của chương trình. Các nhiệm vụ đang được triển khai để đảm bảo tăng lợi ích cho người dân dưới chính sách bảo hộ hiện tại của Ecuador đồng thời cải thiện hướng đi để đạt mục tiêu của chương trình.

Thỏa thuận này đánh dấu chấm dứt sự xa cách giữa Ecuador và IMF khi quốc gia này rời tổ chức vào năm 2007.

 

IMF board approves 3-year, $4.2 billion fund for Ecuador

(AP) — The executive board of the International Monetary Fund on Monday approved a $4.2 billion fund to support Ecuador over the next three years.

The arrangement was reached last month at staff level and required a final approval by the board. It allows an immediate disbursement of $652 million.

Ecuador's finance minister, Richard Espinosa, said the agreement "rebuilds confidence so local and foreign investors can expand their investments in the country."

The IMF has said the agreement is part of a broader effort by the international community that totals $10 billion and includes financial support of almost $6 billion over the next three years from the Development Bank of Latin America, the Inter-American Development Bank, the Latin American Reserve Fund and the World Bank.

"The aim is to reduce debt-to-GDP ratio through a combination of a wage bill realignment, a careful and gradual optimization of fuel subsidies, a reprioritization of capital and goods and services spending, and a tax reform," IMF managing director Christine Lagarde said after the board discussion.

Ecuador's government faces a fiscal deficit of $10 billion, which has caused delays in paying government employees and suppliers.

Lagarde said that protecting the poor is another objective of the program, and that work is underway to increase benefits under Ecuador's social protection programs and to improve the targeting of those programs.

The agreement ends an estrangement that began with the South American nation in 2007, when then President Rafael Correa kicked out the IMF mission shortly after taking office.
